How to navigate to sdk tools folder from windows cmd

Trying to flash recovery image which is located in c:\Users\Alex\AppData\Local\Android\android-sdk\tools
Opened command prompt and it says c:\Users\Alex>
Can someone please type out exactly what I would type to open that location. Everything I try says not recognized as a command so I'm typing something incorrectly. Please give me a clear example of exactly what to type thx
