How can I get adb to recognize my passcode protected Samsung S4 with broken digitizer?

I am a complete noob to all of this, but when my Samsung S4 GT-i9500 fell and broke the screen, I now need to get into it.

Problems
- can no longer access all of my contacts that were saved to Samsung S4 phone
- as contacts were saved to phone, contacts were not backed up to Kies3, Samsung Cloud or to Google
- When I try to install the apkmirror file to my phone through adb, I receive this error...

error: no devices/emulators found

- when I type adb devices, I get this...
"List of devices attached" but it shows no devices


Goal
- access phone using Vysor to enable USB debugging, install/update Samsung SmartSwitch to copy contacts to new Samsung S8

Phone setting details:
- screen and/or digitizer do not work
- phone is passcode protected
- USB debugging is not yet enabled on phone

PC details
- running Windows 10
- SDK tools installed
- adb installed and accessible through command prompt
- using Windows drivers which recognize correctly my phone as a Samsung S4 GT-i9500

I love the fact that the SDK tools exist for Android devices, but being new to this and not having used command prompts for 20 years, this is all new to me. I am sure that I am doing something wrong, but I don't know what I am doing wrong. Any advice would be greatly appreciated. Regards, John
