Problem using Pop-up feature on Samsung Tab E tablet

I recently bought a Samsung Galaxy Tab E and I'm having a problem trying to get the Pop-up View feature to work. FYI, the model number on the rear of my tablet is SM-T560NU. It has a 9.6" screen, 16GB of storage and 1.5 GB RAM.

On page 34 of my User Manual it discusses the Pop-up view feature. This feature is used to run one app in a small window within another app's Window. But I can't get it to work and would like to ask if anyone might know what I'm doing wrong or how to get it to work. On page 34 of the manual it says the following:

Pop-up view
1. On the Apps screen, launch an app to use in the pop-up view.
2. Drag down diagonally from either end of the top edge.
The app screen will appear in the pop-up view.

When I tap on either one of the upper corners of an app (or tap and hold) and then try to drag it down, nothing ever happens. It doesn't acknowledge the tap and hold and it doesn't do anything at all.

I have used Split Screen but unfortunately, I find that to be terribly limited since so few apps support that feature. I was very happy when I first saw the Pop-up feature because I thought I could use it in place of Split Screen. But no luck.

Would anyone know what is wrong?
