Why does my S3 accept a charge only VERY slowly.

Got a new OEM rapid charger that is the only charger that works. Car charger actually does work, I guess, but even slower. I have a USB tester on it that shows 5.35 V and 0.26 A going in and still it takes forever. I replaced the battery about 6 months ago, but this problem was not helped.
