Android Pay and Samsung

Hi,
I have just ordered a Samsung Galaxy S4 Zoom (don't judge me) from an eBay seller.
I was curious about whether it would work with Android Pay, as it meets the minimum requirements for the app... so I contacted Samsung to ask the question...
This was the reply I received...

"Android pay is currently not available for Samsung devices in the UK. The current android version released for your device is 4.4.2"

Is this true?
I thought Android Pay worked with all phones above 4.4.2 with NFC?
