How do i get my android to show up my computer using usb?

I dropped my phone in water and everything works but the screen wont turn on. Is there a way to get the phone to pop up on the computer to back it up on another phone using a USB cord? Can you help any?

Welcome to Android Central! Which phone? Unfortunately, there isn't any good way to completely back everything up (which is why it's always a good idea to backup or sync your data regularly, which isn't a problem if you use primarily Google apps/services).
