Why is there an error message saying I'm out of storage and preventing me from taking any photos?

Whenever I try to take a photo on my Moto g3 an error message comes up saying my storage is full. No matter how much I clear my storage this message prevents me from taking or saving ANY photos. It's been bugging me because I bought this specific phone for its camera...could anyone help?

What carrier?
Which camera app?

How much free space is actually on the phone?
Is the camera app trying to save to the internal storage or the SD card (if one is installed)?
