Galaxy S5 - WiFi won't start even after Factory Reset and Wiping Cache

My nearly 2 year old Galaxy S5 suddenly started having problems with WiFi this week. WiFi would turn off and on repeated until the phone gave up and it jst stayed off. After trying several things, I performed a Factory Reset and Wiped the Cache from the bootloader screen.

Even after all that, WiFi wouldn't start up during the Android first setup screens and continues to not work. Is it pretty safe to say that I likely have a hardware failure and there isn't much else I can do to fix it?
