Can LG Optimus M+ be downgraded to 2.2

I'm wanting to use the FoxFi WiFi hotspot app. It is compatible with the LG Optimus M from MetroPCS. I have an LG Optimus M+ from MetroPCS. I know the Optimus M had hotspot capabilities and the 2.2 OS, whereas the Optimus M+ has 2.3 OS but I can't find a hotspot capability. Would downgrading the M+ to 2.2 OS give me hotspot capability? Or is there an app that would give me the hotspot capability without having to tether?

No , but it can be upgraded by root.
