"wake on usb" android feature possible?

hi there, since wakey droid App allows to switch ON a SmartPhone via USB with a PC in command line, two questions:

1?) Is possible to implement similar App that switches ON device by receiving any USB electric signal (besides charging)?

2?) If 1?) is not possible, can editing a ROM make it happen?

Would hire someone interested on this
