Why can't android task management be like windows?

Lots of task (mainly unnecessary) running in background and eating up RAM.

Is there any way to make it like windows task management e.g. a cross [X] button/close button closes application and key like Alt+Tab switches between application.

If this is implemented then android will be more fluidic and fast.

I searched many times on internet and play store for such app but no app serves the purpose.

The Recent Apps list is kind of like your multitasking list. Tap it and it will bring up a list of apps you recently used, most of which are either active in RAM (like a music app that's playing) or suspended but ready to open back up where you left off (like an eReader app).

Android does prefer full RAM. Although, you can disable some stock apps.
