past i was using lumia 535 now using galaxy s4 i want to get some contacts in my phone how to use csv widout using email syncing ?

On the Lumia export the contacts as a .vcf or .csv file. Transfer the file to a computer, then from the computer to the S4. Inport the file into the Contacts app.

Also makes reloading or transferring contacts to a new device a snap. And they can automatically sync between multiple devices, computers, etc.
