Welcome to Android Central! Which phone? Are you saying that the touchscreen doesn't respond to you when you try to enter your unlock pattern, but if you get a phone call, you're able to swipe to answer? If so, then part of the screen's digitizer is probably faulty. You'd have to bring the phone to a repair shop to get it replaced.
