How can you tell if someone has blocked your number?

How tell if someone has blocked your number?

Is there a way that i can tell if someone has blocked my number, does it normally jus go straight to voicemail or does it ring first before sending me to voicemail? And is there a way that i can call them? Like turning my caller id off??
