Whats a cheap and good graphics card that can run most new games nowadays pretty smooth like gta 5,m rainbow six siege, and other related games.

Look at the minimum specs of the games you want to play, find the most powerful card from that list and that's your card. However, I'd get something a little more powerful, the next game you get may need more power to play.

I never recommend minimum specs. That's the specs to run the game and pretty much nothing else in the background, and may not even run it that well (I.e. Minimum graphics setting and maybe 25-30 fps). With computers, if you want something that runs games smooth with even half decent graphics, cheap doesn't even come into the equation. If money is that much of a concern, I'd look into the used market.

I can't really recommend a specific model, though. It's been a few years since I was into the computer world.
