if anyone using Charter as their ISP is experiencing an "outage", fwiw i was able to reestablish connectivity by changing the DNS server address on my router.

note: changing the DNS server address on my pc did nothing; i had to change it on the router, then restart the router (unplugged the router; then plugged it back in). i also flushed the DNS cache on my pc (click here for the how to).
