It's the amount of signal below 1 Watt (it's actually dbw) that you're receiving. Since it's a negative number, the lower the number, the higher the signal, so -107 is kind of weak, but still usable, -99 is about average (-80 to -100) and you can't get close enough to the tower's antenna (unless you're a repairman) for the signal to get too high.

For those who passed math, it's a logarithmic scale, so double the signal is 3db, 10db is 10 times the signal, etc. (The measurement is dbw, db referred to 1 Watt, the ratio is db, one signal referred to another.)

Don't worry about the signal level if you have no problem with phone calls and texting. It's handy, if the call keeps dropping, to know the signal level. If you keep dropping the call with -55dbm signal, the carrier has a problem. If you keep losing it with -130dbm, you're in a poor signal area for that carrier.
