I'd appreciate recommendations for a GPS app that is fully functional off-line with good USA road map, gives audible turn-by-turn directions, and can import/manage gpx routes.

Yes, it does look pretty good. I'm going to do the 7-day free trial.I use Sygic. It doesn't import routes, but it meets the rest of your requirements. I have been using it for over a year now and it works great.
I installed the free version of copilot with southeast and northeast US maps. Haven't had a chance to really try it yet off line though. Wondering what's messing from the paid version...
Copilot purchased. Does not announce street names. Does not say turn in X feet. It says just a little bit. Very annoying..

Its also manually operated for each turn, meaning after each turn you have to touch the screen to get the next one.Free version is great if you're travelling by foot, it's pretty much the same thing except no voice directions and no 3d maps.
