Hard reset not working

I have forgotten my pin # for my tablet. I have tried to do a reset on it but it wouldn't work. I have the nova launcher installed on my tablet. What could be causing this issue at this time?

Hold the power button for three seconds. Click "Power Off". Click "Ok". Wait until finished. Hold Volume up, Volume down, and Power button all at the same time for 4 seconds until screen pops up with Android belly open. Press Volume up until it says "Recovery Mode". Press power button. Wait until red exclamation mark with Android. Press Volume up. Press Volume down until you get to "Wipe Data/Factory Reset". Press power. Press Volume down button until you select Yes. Press power button. Wait. Press power button again to reboot.
