From my understanding EIS is software related. This article gives a good understanding of the two.

While it may be software related, keep in mind the Pixel has more powerful hardware than the 6p, and the EIS may be too taxing on the 6p's hardware to bring it over without issues, so it will likely not come to the 6p.

The HDR+ algorithm they're using is hardware dependent but the EIS is all google software magic, apparently

 

[Practical Performance]

The 6P has EIS, but it is not as effective or powerful as EIS on the Pixel. This is due both to the fact that the Pixel has a more powerful processor and that the Google imaging team put more into the Pixel.

As I understand it, the EIS is software related, but relies on gyros in the phone for input. If the 6p doesn't have those same gyros or ones not accurate enough, it likely won't be able to obtain the same stability as the Pixel.
