Came from Webos. Does rom = homebrew?

Webos was my only experience with homebrew type tinkering. Is there an overview someplace with how it works in Android? Not necessarily looking for the steps yet. Looking more for the overall concept. A friend showed me Homebrew. All my friends are now iphone slackers :-)

Roms are not even close to what Homebrew was..The capabilities of Webos was amazing and can't be matched.

Roms are fun but can't really compare with homebrew. Homebrew had a million customizations and you didn't have to root to do it.
