Does the screen need to be on to use NFC?

Yes, the screen has to be on (and usually there's something you have to accept anyways) for nfc to work.

Edit: upon further examination it seems you need to be unlocked as well. So no nfc while on the lockscreen.

I can't remember which of the many ROMs that iv'e downloaded here lately, but one of them had a setting that allowed NFC to be on while your phone is locked and asleep. I would imagine there would be a battery drain that way though.
