Is to normal for a cell standby at 90 on my HTC One M7?

How long was it sitting idle?

Just after reboot.
But its ok. I will be sending the phones for repair anyways because I managed to break my screen before I could get to my provider to get battery exchange in warranty. But I have the phone for 7 months and supposedely battery warranty is for 6 months only. But I will have good year and something for other warranty issues.
Anyway kinda unrelated question. I will be replacing display, front camera, battery, and micro usb port for 140$ is it fair price? I live in EU so its international model (i know its kinda cheap), and 7 monhts ago I bought it for 340$. Thats 41% of the phones price in repairs but I want to stick with the phone for a longer time.

That number speaks to usage relative to the current charge cycle - so if the device hasn't been used for much of anything, the amount of resources expended on basic functions will be disproportionately higher (than expected).
