Should I restart HTC One M9 to clear RAM?

just need to know if I restart the phone or shut it off then back on will it clear out my ram. I have not restarted my phone I'm a while.

You could always look under storage and see how much free memory you have. Then power it down, wait a few seconds, power it back up, then go back and check.
I tend to restart mine several times a week.
