Try off/on cycle. Try different USB cable. Sometimes, there may be a few seconds delay before it starts charging. If none of those work, you may have a defective phone / USB connector.
Is this in the stock SMS app? It happens to me every now and then when switching from WiFi to HSPA in a weak HSPA area. My fix has been to turn mobile data off/on. I haven't found the source of the problem, but it hasn't happened often enough to warrant research or complaint.
I didn't get it as a notification. I went into settings, software update, check for updates and got it from there. About 14 MB in size and installed OTA no problems.

If you see the H icon with red/green arrows, you are on mobile data network (3G/4G). You know when you are on WiFi b/c that icon goes away and you see the WiFi signal indicator icon.

On mine, when I connect via USB to the PC, the option screen for what type of connection I want comes up and stays up until I cancel or select one.
Just for testing, try a different USB cable, different USB port, and different PC.

Hi. I have noticed WiFi is weaker on the Infuse compared to my iPhone 4, but not weak enough to be an issue. I can still use the Infuse everywhere I was using my iPhone in the house.
