Stock Battery Info Reporting Wrong

On my Moto X (2014) my stock battery info, under "cell standby", it is reporting time without signal up to 18%, even though I know that it isn't searching for a signal, or without a good signal. Don't know if it really affects the battery life or not, but it's definitely wrong. Any one else seeing this ?

I don't understand it either. I have all bars lit max signal at home and work and it always says time without signal between 20 and 30%
I am more than pleased with battery life so guess it's a bug or something I do not understand.
