Wi-Fi won't turn on

I I go to settings, Wireless & Networks, and touch Turn on Wi-Fi. It says it is "turning on" and then "turning off." If I go to Wi-Fi settings, everything is grayed out.

I downloaded and ran FXR Wi-Fi Fix and Repair but is was unsuccessful.

Before doing a "Factory Reset" does anyone have any suggestions, please.
