I keep getting this error message on start up. Also, Google Play app is not loading at all it just flashes and crashes. Is this a failed update?

Either will completely erase the device.

I was looking for odin images but couldn't find any so im not sure if you could even go that route.
Factory reset is your best bet.

There is never a need to use Odin on a Nexus device.. Factory Images are provided by Google and are fastboot flashable.

OP are you on a custom ROM, and if so did you flash it cleanly and wipe data, without restoring any system data? The problem your seeing is a common one that happens from a dirty flash..
