How to turn on long-press special keys

I'm setting up a new Samsung Note Edge and can't find how to turn on the long-press special keys. On my other Note Edge I can long-press z to get "-", s to get "$".... In my job it really makes typing much quicker. I didn't have to enable it on the first Note Edge I got from ATT but this new "international" model needs all these little things set.

Settings -> Language and Input -> under Keyboards and input method, select keyboard and you'll find it there.

Nothing there, I'm comparing both note edges side by side (one has the long press displayed and the new edge does not) and both show the same menus and no where is anything about it.
