Can a G S3 make wifi calls using usb connection to a PC connected to internet?

The wifi reception on my Galaxy S3 is poor in my apartment, and I don't have a router, but my PC has a powerful antenna that connects to the public wifi in my downtown location. Can my phone connect to the PC via a USB connection, get access to the internet, and then allow me to use wifi calling that way? I connected the phone to my PC via USB but since I just got the phone I'm not sure what to do next to see if this is possible. Thanks for any advice! Phone has Jelly Bean if that matters.
