Battery problems, phone acting weird

Okay, so this is weird. Within the past few days my phone has been having battery issues. When I remove the charger now, it can take up to 20 seconds to detect it's not charging. I pulled the battery, and the percentage went up 12% when I turned it back on without the charger plugged in. I'm thinking this is an actual battery issue, and I should order a new one. I'm just wondering if anyone has a second opinion before I do order a battery (or get one from my carrier's store).

Update: switching the usb power block seems to have corrected the problem....I was using an apple power brick before. Different voltages maybe? Whatever, as long as I've corrected the problem I'm happy

I don't know what the exact reason is, but I've seen a number of posts dealing with problems with using an Apple charger.
