After factory reset, Exchange Services won't allow phone to sleep

I was experiencing higher than usual battery drain after updating to KitKat so I did a factory reset. Previously I had no issues with my Exchange Active sync account. But now, Exchange Services is heavily draining my battery and will not let the phone sleep. If I turn background sync off, it will sleep. However even if I set my exchange account to manual sync it still does not let the phone sleep.

I have tried deleting that account again and setting it back up with the same outcome. I'm considering another reset but don't know if that will even help? Anyone experience this and have a fix?

Any ideas? Third party app will work with no problems, but those cost $20. I would much rather just use the stock app for free.
