I am having a problem with USBing my phone to the computer via the USB cable!!! it DOESN'T MATTER if I click the SD Card or Phone memory, using both MTP & PTP, there are NO files, folders, NOTHING!!! Windows Explorer says "0 items". the file manager that came with the phone shows that EVERYTHING is there

Sorry for the basic question, but are you unlocking the phone from the lockscreen prior to connecting? If it's still on lockscreen, the computer can't access the data.

it's BEEN unlocked

I prefaced what I asked by apologizing for the basic question, but this is an important piece of information, and you didn't mention it in the original post. Other people have asked this kind of question, only to find that they hadn't unlocked their screen. Once they got past the screenlock, the computer was able to see the data.

Try booting into Recovery and wiping the cache partition, which won't erase any personal data: Reset: Samsung Galaxy S 4 | T-Mobile Support
