Apps not getting push notifications unless I open them

I realised this is a common issue, but didn't find a solution after reading many threads..

Apps like What's app, Kakao Tak or facebookdoesn't give me notifications for new messages untill I open the app. This doesnt' happen all the time, just after I didn't use my mobile for a while, which makes me think it's a problem related to mobile "sleep" and background internet connection.

I have auto-sync turned on, restrict background data is unckecked and no power saving mode enables, and no task killer. It also happens on both Wi-fi and mobile networks.

Anyone can help?
