Why is my Samsung Galaxy 4 unable to connect to the server?

samsung galaxy 4 unable to connect to server

2 weeks ago my email stopped syncing. my service provider has refreshed my phone. my data is on but when I try to add my email account outlook.com it says "unable to connect with server"
