This only happens sometimes-with certain apps, but also in the app "drawer"--when I need to tap the little 3 dot menu, or whatever icon might be at the top right corner of the screen, it will not respond. For example (though I rarely use it)-in snapchat, the icon up there is a speech bubble. No response. On any of my app pages, if I try to tap the little 3 dot menu, it either clicks the app below it or tries to drag down the top bar above it. I'm not sure what it could be since it works "sometimes" & I'm not sure I'm interested in doing a full factory reset to find out.

Phone under replacement warranty not working + not fixed within 5 minutes = replace phone. That's the maximum amount of time I give a warrantied phone. And you've already spent that much time, so get it replaced.
