Verizon has a family base program which has usage controls.

If you are not on Verizon then check with your carrier, they might have a similar program.

Go to settings, data usage, and set mobile data limit there.

If you have AT&T their app My AT&T has a way to turn off data. Go to Usage and then Turn off a member's data on or off. This way he can mess with it.
