Potential loud function

I need some clarification

When I put my phone on silent. it does not remain on silent.

I'll put it on silent, then someone calls and it will beep once.. i.e the sound it makes when you switch from silent to loud from the quick task bar. Then when a person calls the second time, it rings loud.

What happens when you set the phone to "Vibrate Only"?
