why do i get message only can make emergency calls on my adroid galaxy s6

when trying to dial out I get message can only make emergency calls only

That is a sign of little or no cell signal.

That is a sign of little or no cell signal.

It also could mean it's not activated. OP, run the activate device in settings. See what that does.

Could also mean that you need to unlock the phone.
You can't make calls from the lock screen when you have fingerprint or a password of sorts set.
