FoxFi will not turn off on Samsung Galaxy 6, I have to turn off the phone to stop the hotspot.

I've used FoxFi on my old Mot Droid Razr for years, no issues. I just bought a new Samsung Galaxy S6 that has android version 5.1.1
I reinstalled FoxFi on the Galaxy. It works; creates my hotspot. However, when I turn off FoxFi, although the hotspot broadcast icon disappears from the screen, the hotspot is still active; my other devices (laptop, desktop, whatever) can still work.

I have to turn off the Galaxy in order to kill FoxFi's hotspot.

Is this a bug in my phone or app?
