Mother says she can't answer calls from people who aren't on her contacts list (verizon, Gs7)

Just got a text from my retired mother who got an s7 two weeks ago. She says when a call comes in that's not on her contacts list she's not given an option to answer. No green swipable button. Only text replies on why she can't answer. Calls from her contacts seem to work fine.

Any idea what could be going on? She's 200 miles away so I can't go help her in person.
