I knew that. But its weird to say that they're testing in certain cities. Oh never mind i think i over thought something

Haha yes you over thought it. The S4 and S3 LTE may not be out officially but they could always get their hands on testing samples. You also should remember that the Note II also has LTE and can be enabled after a firmware/software update.
