Can I chat in more than one Hangout Account

[Android Central Question]

I have two email addresses in my Hangouts. My second account/email address does not allow me to chat. Is this correct? It says I need to use my phone verification number. I opened Hangouts, clicked on Settings # and there was no where to verify my phone number in my second account. My first account is for personal and family, my second Hangout account is for work and interviews. Why cant I use Chat in my second address in Hangout. Your help will be invaluable. Thank you P.S. WhatsApp I can chat with all my accounts - Hangouts only my first account. I want my second account in Hangouts to chat to applicants.

I have Hangouts available for 3 accounts on my phone, I don't recall doing anything besides simply logging in to the accounts. Are both accounts Google accounts?
