can't change usb options

In Android 6 home screen when I swipe from top to bottom there is a USB menu (when USB is connected to PC). I can't choose any other options like file transfers MTP or photo transfers PTP, only charging is selected.
In settings -> developer options I have changed the USB configuration to MTP or PTP and rebooted but it doesn't help. I just can't transfer photos or videos to PC

Are you using the original usb cable that came with the phone?
Does your computer recognize the phone at all as being connected?

I have found the solution: in developer options the usb debugging has to be on
