Driver error when my bricked phone tries to start up Android or TWRP

My bricked phone, when it tries to start, it shows a driver error in Windows that is formatted like this:​

A security setting is preventing this driver from loading. You’ll need to adjust your security settings to load this driver.

I did not change any security settings. It was trying to start, but it ultimately fails every time my bricked phone tries to start up.
It was doing this before when TWRP just stopped booting correctly, but now, ever since I deleted the Security and PowerKeeper app, my phone has been soft-bricked.

However, sometimes TWRP successfully starts, other times it doesn’t, when trying to start Android from there, it just loads for too long and causes the bootloop.

How do you make TWRP function correctly, install the deleted apps in TWRP and unbrick my device? I miss using it.
