One other thing worth noting, Google stopped showing the the 'Movies Anywhere' logo. Look up the title on something like Vudu who does show the logo.
In essence that logo means you can watch using any provider of your choosing if they participate. If Google in the rare instance doesn't allow the download, the other service will.
I haven't come across the movie download issue because I don't use them much but it happens with Googles Audiobooks.
