OK, this seems a bit weird but I have rerun the procedure 3 times with the same results, so here it is:

Using edge navigation I swipe from the bottom to the center to get a strip of recently used apps. A miniature of the current app, which is also the app that issues the persistent toast, is center screen, with the app icon at the top of it. I long-press on the app icon and get a menu that offers app info ans split screen. At this point the persistent toast is still present and has been present continuously since it first appeared. I select "app info" and get the app info screen, including an icon for force cancel. As soon as the app info screen appears, the errant toast fades away to nothing, the fade takes about1-2 seconds. At this point there are three ways to leave this screen, hit the "back" arrow at top left, select force stop, or select "open". I tried each of these options, in each case as the requested function was performed, the toast that had been onscreen before I went to App Info returns and continues to persist on the screen.

I hope that this makes sense to you.

No need to pull recent apps , just go to that individual app long press tap info force close then reopen right away is toast notifications still there?

I'm feeling quite dense but I am lost as to where you are suggestion for me to longtap. I have tried longtapping all over the screen of a running app, on the screen header and footer, on the app's icon on the homepage or in the app drawer and none of them gives me any options for app info. The only way I can get App Info that I am aware of, is to longtap the app's icon in the recent app strip. Either I need you to spell it out for me to see where to longtap, or maybe edge navigation disables the interface you are describing.

Hi, sorry we having a hard time understanding what is being said but on your home page if you long press message app a little box opens up then to right of it. Is a circle if tap that that's info button it will bring up force closeScreenshot_20191208-233214.jpeg

thank you for spelling it out, I got it. The outcome is a little strange and I am going to use this for a couple days and see what it does. But it appears that the sequence is the following:
- load Contacts app
- copy text to clipboard
-persistent toast appears
- navigate away from Contacts app, toast remains
- longtap contacts icon on home page, menu appears, toast still there
- tap on i-in-circle to reveal app info page. persistent toast fades out. app info page appears
- force close the contacts app, returns to home page. persistent toast, importantly, is gone. so far so good.
- without rebooting, reload contacts app. copy text to clipboard, The toast does NOT appear, persistent or otherwise. This is weird.

Might be from recent update to those apps that are doing it, but if stays gone or have to force stop it for time being.

I don't think it's from updates to apps, because it appeared across many apps all on the same day, which was the day after I received an Android 10 update, and the change affected an app that I know to not have been updated for several months. By being able to clear the toast by force stopping the app is a usable workaround, so thank you again

Hi Tabraiz. There is a partial solution by Mustang 7757: when the bad message is stuck on screen, figure out what app posted it, then force close the offending app, the bad message quickly fades away. As far as preventing the bad message from appearing, nothing yet.

ps If you are confused as I was by how to force close an app on Android 10, see message #25 above

Under Android 9, toast messages (small, grey to black popups) would fade away quickly, maybe 5 or 6 seconds. Under Android 10 (On Pixel 2 XL) they are hanging around, sometimes until replaced by a newer popup or when screen contents totally change, other times seeming to age out after 5 minutes or so. In the meanwhile,, stuff at the bottom of the screen can be seen only through the transparency allowed by the toast message, which can make the phone pretty much unusable until it clears. Are other people experiencing this? Please let me know if I'm the only victim, I will try some sort of reset. Or, if you are experiencing it, does anyone know a technique for forcing the toast message to clear out?

Im experiencing this with my emails once deleted, the message "1 email deleted" sticks around quite a while. Really irritating!

Your O.P. here: I am not really sure about this and maybe I am imagining it, but it seems like sometimes, if I go into the App Info screen and tap Force Stop and then get the warning that the app might misbehave if I kill it, I can press cances and go back to the app tithout actually force stopping it, and the zombie toast message is cleared.

Brilliant! Works perfectly! Thank you.
My settings (Pixel 2XL, Android 10) look different than yours so I did screenshots, below:

OK I think I have found a solution.

If you go, settings, Accessibility then open "using 2 function" then under "Time to take action" set this to default. I this cured it for me
