Possible to make the phone numeric keypad display more quickly when needed?

With the Samsung S4 mini (on Verizon), when I take the phone away from my cheek in order to use the numeric keypad (e.g. an automated system wants input), the screen stays black for a second or two, and then there are some rectangles, one of which is the icon to display the keypad. I press it and only then the numeric keypad displays.

I've only had two smartphones, not much to compare, but when I was speaking on my Sony Experia, as soon as I took the phone away from my cheek, the keypad would be there, visible, and ready to use. There was no delay, and the numeric pad was also the default choice.

Is this behavior configurable by the user?
