Tab 3 7.0 digitizer not functioning

[AC Question]

I have 2 Tab 3 7.0 (SM-T217A and SM-T217S) and both have digitizers that will not respond to touch. The digitizers are in working order because when I put in a known working main board they function as they should. I believe this is a software issue.
Anyone have any ideas about what's going on?
