Text to Speech Note 9

Hi - got no answers yesterday so presume nobody ever uses text to speech, but does anyone know why the 'install voice data' won't let me open when it has installed please? This would be useful for my dyslexic son and Samsung rep doesn't even know how to do it, but if there is a Text to speech option in accessibility settings, surely it should be able to work

Have just spoken to Samsung again and a different lady who knew what she was talking about said since the latest update this is no longer an option and I will have to look for third party app. Very confusing to have the section in settings that you can't even use now and not impressed!
